Platform Governance
ONETO is built around two things: Task, a structured way to get real-world work done across borders, and Signal, a way to publish and read local business information. Everything else on the platform — profiles, Organizations, the Global Network, messaging, professional-material review, translation, evidence, payment workflow, and Trust & Safety — exists to support those two systems, not to stand alongside them as separate businesses. This page explains what "governance" means on ONETO, how its rules fit together, and how responsibility is shared between users and the platform.
What Platform Governance Means
Platform governance is the set of rules, role definitions, product boundaries, and operational mechanisms that determine how ONETO is actually used and administered. It covers what a user commits to when publishing a Task or a Signal, what ONETO can and cannot currently do in response to a problem, and how those rules are expected to change as the platform grows. It is not a government regulatory framework, and ONETO does not describe itself as one — it is a private platform's operating rules for its own product.
Two Core Business Systems
Task
A workflow for publishing a defined outcome, having it accepted by one executor, following an agreed Work Order, submitting evidence, and reaching an acceptance decision. Task activity is governed primarily by the Task Marketplace Rules, together with the platform-wide Community Rules and Prohibited Activities.
Task Marketplace RulesSignal
A workflow for publishing and discovering business information — observations, professional views, local and market updates, opportunities, and Task-derived findings — subject to the access settings available for a given Signal. Signal activity is governed primarily by the Signal Publishing Rules, together with the same platform-wide Community Rules and Prohibited Activities.
Signal Publishing RulesThese are ONETO's only two core products. Nothing else on the platform is a third core business.
Supporting Platform Infrastructure
The following exist to make Task and Signal work, not as independent products:
Global Network and Profiles
Help users discover people and Organizations by location, language, specialization, and active platform capabilities.
Organizations
Let a person represent a company or team accurately when acting on the platform.
Messaging
Supports the direct communication a Task or a contact relationship requires.
Professional Qualification review
Supports an accurate, review-backed professional display where a user has submitted supporting materials.
Translation
Helps public content and, on request, specific private messages reach readers in another language.
Contact Center
The platform's formal contact channel for account, Task, Signal, safety, privacy, legal, partnership, and other platform issues.
Evidence
The files, notes, and records a Task execution produces to support review.
Payment workflow
The funding, commission, and settlement structure that Task pricing runs through.
Each of these is described in more detail in its own rules where relevant; this page only establishes that they are infrastructure in service of Task and Signal, not separate businesses with their own governance track.
User Responsibilities
Users are responsible for the accuracy and lawfulness of what they put on the platform and for their own real-world conduct, including:

- — The accuracy, lawful authority, and content of the Task requests they publish
- — The content, sources, and claims in the Signals they publish
- — What they say in messages and to other users
- — The accuracy of any professional claims they make, including how they describe a reviewed qualification
- — The accuracy and completeness of evidence they submit
- — Having the legal authority needed for what they ask others to do or agree to do
- — Their own safety, judgment, and conduct in any real-world activity connected to a Task
ONETO provides workflow, structure, and records to support these activities responsibly — it does not take on a user's responsibility for them.
Platform Responsibilities and Role

Rules Hierarchy
ONETO's public rules work together rather than duplicating one another:
Community Rules
Set the baseline for how users are expected to treat each other and the platform across every surface.
Prohibited Activities
Lists the conduct that is never allowed anywhere on ONETO, regardless of whether a Task, a Signal, or another surface is involved.
Task Marketplace Rules
Govern the Task lifecycle specifically — publishing, execution, evidence, review, acceptance, change orders, and cancellation.
Signal Publishing Rules
Govern what makes a Signal and its comments appropriate to publish, and the responsibilities that come with authorship.
Trust & Safety
Explains, at a platform level, how structure, evidence, and records work together to reduce — not eliminate — the uncertainty of cross-border collaboration.
Reports & Appeals
Explains what can currently be reported in-product, and what review is currently available.
Terms of Service
The overall agreement governing use of the platform.
Privacy Policy
Explains how personal data is collected, used, and protected.
This Platform Governance page serves as an orientation to how those pages relate; it does not replace or restate any of them, and where this page and a specific rules page appear to differ, the specific rules page controls for its own subject matter.
Current Capability vs. Reserved Rights
Governance documents commonly describe a broader set of rights ONETO may exercise — for example, restricting visibility, removing content, pausing a workflow, or restricting an account — than what is operationally available on every surface today. A reserved right is a statement of what ONETO's rules allow it to do as capability is built out; it is not itself a claim that every corresponding tool is deployed today. Where a specific rules page describes what is actually available right now — such as what can be reported, or how a removal currently works — that specific page reflects current reality and controls over the general principle stated here.
Admin and Operational Controls
Platform staff currently operate a small set of dedicated administrative tools rather than a single unified moderation console. Administrative access on the platform is a simple elevated account role, not a tiered enforcement hierarchy. As additional operational tools are built, they will be described in the rules pages that govern the surface they support.
Professional Qualification Governance
Where a user submits professional materials and ONETO reviews them, that review means the submitted materials were reviewed for platform display — nothing more. It is not a government license, a professional certification, or an endorsement of the person's services, and it does not replace a regulator or official registry. Continued display of a reviewed qualification depends on the corresponding platform capability remaining active; if it is suspended or removed, the associated display stops. Anyone relying on a professional's qualifications for something important should verify current status with the relevant regulator or registry directly.
Records and Traceability
ONETO keeps platform records that support understanding what happened, when, and by whom:
These records document platform activity — they are not an independent guarantee that the underlying content, claim, or evidence is objectively true or complete.
Automation, AI, and Translation
ONETO uses AI-assisted functionality to support specific workflows — including Task planning assistance and translation. AI output can be incomplete or wrong and is reviewed by the user or the platform workflow it supports; it does not become the responsible party for a decision, and it does not replace a user's own responsibility for what they publish, request, or accept. Translation helps content reach readers in another language, but it does not establish or change the factual accuracy of the original content, and the original remains authoritative. Automated assistance operates within the permissions and workflows the platform defines for it — it is not given independent authority beyond that.
Payments and Financial Boundaries
Task pricing runs through a funding, commission, and settlement workflow, and payment-related governance follows whatever capability is actually implemented at a given time. Today, that workflow operates on an internal basis:

- No real external payouts
- No real-money refunds
- Any status shown today reflects internal or test-mode workflow state, not a real financial transaction
If real payment-provider capability is added in the future, the operational boundaries described here will change to match what is actually deployed, and the current statement should not be read as describing a future launch date or feature.
Contact, Reporting, and Safety
The Contact Center is ONETO's formal channel for account, platform, and other issues that fall outside a specific Task or Signal. Signal content and Signal comments currently have a dedicated in-product reporting option; other concerns should go through the available account or Contact Center channels described in Reports & Appeals. ONETO is not an emergency service — a real-world safety emergency should always go to local emergency services, not to ONETO.
Rule Changes and Versioning
Platform rules may change as ONETO's capabilities change. Material changes may be reflected in the relevant public rules or Terms as appropriate. The currently published pages describe ONETO's current platform rules and operational boundaries, subject to the Terms and applicable law.
Platform governance on ONETO exists to give cross-border Task and Signal activity clear rules, defined responsibility, and a traceable record to work from — not to control users or to promise that every risk has been removed. Users remain responsible for their own decisions and conduct; ONETO's role is to provide the structure, records, and review channels that make that responsibility easier to carry out and easier to check.
